MARYLAND'S NEW COMMERCIAL SIGN POLICY - During the 2011 legislative session, the Maryland General Assembly passed SB 410, which authorizes counties and local municipalities to remove illegally placed commercial signs along state highway routes and issue civil penalties for the signs. The 3-month warning period began October 1st, during which time the SHA will be instituting a public outreach campaign to educate about the policies. Efforts include reminder stickers that will be placed on signs with the warning period information. After January 1, 2012, persons responsible for the placement of unauthorized commercial signs on state rights-of-way within state medians, utility poles, and along shoulders and interstate ramps will be issued a $25 citation for each sign. SPECIAL NOTICE TO ALL GARRETT COUNTY-BASED BUSINESSES - The Garrett County Department of Economic Development has been advised by the Maryland Department of Business & Economic Development that Garrett County will “graduate” from the One Maryland Program effective April 1, 2012. Eligibility for the Program is based upon unemployment and income. Garrett County no longer qualifies in either category. While it’s good news that the County has made progress in reducing unemployment and increasing income levels, County businesses will no longer be able to take advantage of benefits under the One Maryland Program. Our office has been assured that the State will “grandfather” any business that submits a notice of intent to file for One Maryland Program benefits prior to April 1, 2012. The notification of intent to file for One Maryland benefits is very simple and straight forward. There is no obligation/penalty associated with submitting the notice. Therefore, it would be prudent to submit a notice to file if a business is considering an expansion (minimum of 25 new jobs, a capital investment of at least $500,000, and be located in a Priority Funding Area).
